Land Acquisition and Development Manager

Quartz Properties Management (QPM) is a developer and homebuilder with five projects underway all of which utilize off-site (modular) construction methods. We are seeking a proven Land Acquisition and Development Manager to join our team in the Asheville, NC metro area. The successful candidate will have a strong background in land planning, entitlements and construction administration and will be responsible for managing all aspects of the land acquisition and development process, from site selection to securing entitlements and final plat and managing the projects through lot turnover to the vertical construction team.

QPM is seeking an individual who is entrepreneurial and self-motivated and thrives in a fast-paced environment. While the ideal candidate will live in the Asheville area, only candidates within a two-hour drive will be considered as weekly travel to Asheville is required.

The Job Description Is Segregated By Function

Land Acquisition:Conduct market and site analysis to identify and prioritize potential acquisition opportunities in the Carolinas and adjacent states.Grow land acquisition pipeline necessary to meet company goals by establishing and maintaining trusted relationships with industry contacts including brokers, developers, investors, and landowners.Prepare and negotiate letters of intent and purchase and sale agreements.Manage due diligence/feasibility analysis of projects prior to close.

Entitlement:Work with local engineering and legal teams to oversee the preparation, submittal, and approval of all subdivision or SUP applications.Plan, direct, and manage the activities of consultants (civil engineers, land planners, geotechnical engineers) performing due diligence and entitlement services.Review and evaluate consultant scopes of work and deliverables including site plans, landscape plans, soil and wetland determinations, and other technical reports and data.Attend meetings with planning and zoning staff as well as public hearings and neighbor meetings.Review civil construction documents for suitability, livability, and constructability.

Development / Construction Administration:Lead land planning and engineering consultants through lot programming efforts.Work with civil engineering consultants to solicit and hire site work contractors.Implement a program to monitor site work contractor via in-person and remote check-ins with contractor and PE construction administration teams.Responsible for SWPPP and Erosion Control management to ensure that projects remain in compliance with state and local

requirements.Lead effort to close out completion guarantees with jurisdictional authorities.Hand over finished lots to QPM vertical construction team.

Job

Requirements:Bachelor’s in Real Estate, Construction Management, Urban Planning, Civil Engineering, or a related field.4+ years of

experience in land acquisition and development for residential homebuilding projects, with a strong focus on land planning and entitlements.Excellent knowledge of local and regional land use planning laws and regulations.Proven track record of successfully acquiring and developing residential land projects.Strong interpersonal, communication, and negotiation

skills.Strong financial analysis and budget management

skills.Ability to sketch conceptual site plans.MS Project and Excel
