The Current Opportunity. IIRC has an immediate need for a Data Systems Architect/Cloud Engineer with a strong background in Microsoft Azure. You’ll assume a leadership position with a small but dynamic team supporting CECIDS, a best-in class data system that provides key resources to researchers and supports an industry-leading public reporting web site. You’ll interface with a larger team of project leaders from CELFE, the Center for Early Learning Funding Equity (an NIURDC member providing the project’s administrative management,) business analysts, data analysts, and external project partners. You’ll play a key role in ongoing system design and implementation in Microsoft Azure. You’ll lead IIRC’s technical efforts as the system moves through projected service and scope expansions. You’ll be critical to the success of the project for years to come.

Essential
Duties And
ResponsibilitiesDesign, development and management of Azure database systems in support of IIRC projects/25%Design of storage schema in Microsoft AzureTransition existing database systems into new schemaDesign management reporting systems for real-time reporting of activity in system for project stakeholders Design and implementation of protocols for secure provision to heterogenous front-end systems/25%Prepare stored procedures, APIs, and other protocols as necessary for external system interface.Implement database views, etc. as necessary for support of connected applications (at a minimum, Tableau and Power BI) Coordinate efforts of personnel on your team, managing agile sprints and focusing on meeting deliverable deadlines./20%Run production sprint meetings.Manage sprint (production) records in Atlassian’s Jira production management software.Monitor and advise other team members. Oversight of ongoing design and maintenance of data transfer systems (SFTP, API or otherwise) from external data partner source systems./10%Interface with client technical representatives to determine technical
requirements for each project partner.Develop data transfer systems as appropriate for each external project partner. Coordinate development and deployment of database security protocols to protect the confidentiality of student level school records utilized within IIRC projects./10%Coordinate access controls with IIRC DevOps and partner project DirectorConduct review of security annually Maintain effective interpersonal relations and communications in a team workplace environment./10%Develop regular reports for the IIRC director and the partner project DirectorProfessionally interface with both technical and non-technical representatives from partner organizations Minimum Acceptable
QualificationsMaster’s degree in related field of computer science, OMIS, or
education, plus one year of relevant
experience; or bachelor’s degree AND 5 or more years of relevant
experience in the development and/or management of database systems, demonstrating leadership
skills with progressive areas of responsibility.Expertise in SQL system development and management with 5 years of
experience designing and implementing SQL systems.Expertise with Microsoft Azure with 3 or more years of
experience with data systems deployed in Azure.
Experience in the development of professional reports and documentation (samples will be requested).Demonstrable
skills in effective interpersonal relations and communication.Proven ability to work on project teams both in lead and support roles. Preferred
Qualificationsstrong Preference Will Be Given To Candidates Who Have
experience creating and maintaining data visualizations in Power BI and/or Tableau.
Experience with data modeling at the warehouse level.Demonstrated
experience/proficiency in programming, statistical analysis.Ability to adapt quickly to project
requirements for different stakeholders and to shift focus to serve changing project goals.
