Introduction


The People and Culture Team works collaboratively with colleagues across the House Service and Parliamentary Digital Service (PDS) a joint department of both houses, to steer and track our progress and to support the employee journey across the organisations.

The Role


Reporting to the Deputy Managing Director PACT and working closely with Senior Stakeholders across the House Service and PDS, including Commons Executive Board Members, to deliver the Strategy of the House Service and within that the People Strategy; to support the Commission and its Committees.


Some of the Responsibilities include:


  • To oversee the work of the following teams through a team of direct reports:
    • Business Partnering

    • Digital Service HR, including the implementation of Transforming Digital

    • Advisory and Policy

    • Shared Services including Payroll

    • Safeguarding

  • To support the implementation of change and transformation across the organisation, examples include Digital, HR Systems and implementing strategic reviews including the MORSE review.

  • In conjunction with the Deputy MD and PACT Board colleagues develop a modern, cost-effective, forward-looking HR function which is seen as a trusted partner.

  • To work with senior HR Colleagues to develop the Reward policy and support appropriate engagements with staff and Trade Unions.
Skills and Experience


Essential qualifications, knowledge, skills, experience and behaviours


  • Qualified HR Professional –Chartered member of CIPD - with evidence of continuous professional development across a broad range of HR, post qualification.


To be successful in this role you will demonstrate:



  • Demonstrable potential to lead and manage teams across the HR lifecycle, (including its business planning, strategy and associated budget cycles). Experience in continuing to deliver HR transformation, in a large, complex unionised organisation.


  • Significant experience of providing visible, effective leadership, inspiring trust and commitment from colleagues and stakeholders across the organisation including living the House values and promoting a diverse and inclusive working environment and delivering cultural change.


  • Proven experience of delivering sustained service improvement, based on an understanding of the latest HR techniques, promoting excellent customer service through strong relationship management.
