The Finance and Procurement Division provides safe, efficient, effective financial and procurement operations in support of the Laboratory's high-energy physics program in accordance with all laws, regulations and US Department of Energy (DOE)
requirements. Within this division the Accounting, Budget and Procurement Departments provide financial and procurement services to support the research programs at the Lab and is responsible for purchasing, recording, organizing, summarizing, and interpreting the financial and procurement activities of the laboratory.
Fermilab’s Finance and Procurement Division seeks an Assurance & Operational Excellence Coordinator. Working under the direction of the Deputy Chief Financial Officer/Chief Procurement Officer (DCFO/CPO), ensures the Fermi Research Alliance (FRA) Finance and Procurement Systems are compliant with the Prime Contract with the Department of Energy (DOE). Develops and maintains the Finance and Procurement Systems (including policies and procedures). Coordinates all audit activities and compliance self-assessments. Leads personnel responsible for support for this function. In consultation with DCFO/CPO, responsible for communication with DOE on compliance matters.
Position
Duties Include
Provide strategic support and leadership to the procurement organization in the capacity of leading other Central Procurement managers or managing the LBNF or PIP-II Procurement teams; develops departmental plans, controls resources and acts as primary procurement contact for FRA projects. Plans and develops subcontracting
requirements, provides guidance and recommendations to Project Managers, project team members, senior Laboratory Managers, and other Laboratory customers, and guides Procurement team members throughout this process. Develops mitigation plans to ensure FRA compliance and self-assessment activities, such as the Balanced Scorecard and DOE Fermi Site Office (FSO) audits. Ensures team compliance with the prime contract and applicable acquisition regulations; analyzes and makes recommendations based on Procurement metrics gathering and reporting. Communicates the Laboratory mission, Procurement goals, specific project acquisition objectives, and support their implementation through the execution of processes that guide the long term and day-to-day operation of FRA Procurement. Communicates essential information between Procurement leadership, project managers and the Procurement staff, in a timely and effective manner. Leads project meetings in conjunction with Project Management, and other project related groups. Continuously interacts with subcontractors. Recommends hiring, training, promotions, reassignments, performance reviews, disciplinary actions, and terminations. Develops and mentors team members for career growth and effective performance. Requires management to and accountability for established Procurement metrics. Provides excellent customer service and meets established customer service goals. Other
duties as assigned. Abides by and is responsible for performing all
